Kitty Hawk amends building measurement guideline

Public comments and a proposed land disturbance change highlighted the September 8 Kitty Hawk Town Council meeting.

In addition to three speakers present with comments on the need for additional drainage work at Rabbit Hollow, Mayor Gary Perry read a letter from resident Gary Vloedman commenting that sand blowing off the dune line onto the east shoulder of Virginia Dare Trail often forces pedestrians and bicyclists out into the roadway.

In response to Vloedman’s request that a retaining wall be built there for a safer roadway, it was pointed out during a brief discussion by council that while CAMA guidelines prohibit any sand removal, any road maintenance and sand removal falls on NCDOT. It was also mentioned, however, that Kitty Hawk Public Works director Willie Midgett does monitor the road and has pushed sand back when requested.

“We can’t fix everything and sometimes you just have to be careful,” said Perry.

Later in the meeting, after at least eight speakers present at the meeting offered comments supporting passage of a proposed change to the town’s land disturbance code, council gave unanimous approval to a text amendment that changes how building heights are to be measured.

The change, measuring from finished grade instead of original grade along with a limit on the amount of fill allowed on a lot, still maintains a 35 foot limit on residential building heights.

In other business for the night, in response to an Outer Banks Association of Realtors letter, council voted to continue holding live video meetings whenever possible, approved previous meeting minutes, recognized a $100 donation from Joe Lamb Jr. & Associates Realty as well as a $25 donation from Ann Wilkerson for future automated external defibrillator purchases and approved a flood insurance promotion summary.

During department reports, town manager Andy Stewart advised that there would be extended lifeguard services with a budget adjustment covering the extra coverage.

The meeting ended with a closed session for council to consult with the town attorney on a legal matter.
